On a bright Saturday morning in early January, Siesta Key resident Thomas Modly, former under secretary and acting secretary of the U.S. Navy, joined Rob Kehs, president and director of the nonprofit SRQ VETS Inc., Andy Bass of Charles Construction, and workers from Kinzcrete Concrete as restoration efforts began to upgrade the flag stands at Patriots Pier.
